In 2011 Places Matter! commissioned Rob Tranmer to conduct a study to identify what evidence exists that Framework Agreements operating recently and currently in the Northwest support quality in terms of design.

There are a multiplicity of Framework arrangements operating in the Northwest intended to aid the efficiency of procurement, project management and delivery in respect of built schemes. This study is intended to help inform Places Matter! and partners about means and mechanisms to safeguard design quality within future procurement mechanisms.

The Executive Summary and Full Report below offer an oversight of the scale of Framework Agreements operating recently and currently in the Northwest. The reports consider the extent to which the procurement process influences the quality of the design flowing from the panels and how this might be improved drawing on best practice from elsewhere.
